Weight is fluctuating around 184 ish and BF im guessing is 10-12.

J/K mate great lats and good leg development there.
Your bodyfat is not too high I'd keep bulkin just keep working on the midsection so when the cut comes around you have a good 6 pack. Triceps aren't too bad just priorotise them over biceps for a few months.
Can you tell me what an average days eating would be for you dude?

Everything in sight lol
on an ideal day:
breakfast: close to a pound of oatmeal
lunch: close to 2 lbs of boneless chicken breast, boiled, on its own
next meal: just carbs, either rice or salad,
dinner: about a 1 - 1.5 lbs of boiled shrimp, and then a protein shake somewhere throughout the day.
i try to get 3 -4 L of water.

seriously 17? That's unreal development.
My only suggestion is to cut your hair, I'm not trying to insult you, I just think you would look better with a shorter hair cut.Realize that anyone with an affiliation to a supplement company in their signature has ulterior motives when making recommendations. 2 years of training, only like 1 year of serious training (where i was counting protein/calories, and training hard)
I've tried a shorter hair-cut and 1) i look like im 10 years old 2) its -20 in toronto, and its too cold for short hair (and a hat messes up haircut, no guido lol)
