how to get this part of the abdominal muscle (pic)
http://www.tightabsfast.com/images/chiseled-abs.jpg
it's called " something belt" and it's where your hips are, it forms like an arrow narrowing it. is it genetics or is there a way to work that part out or do you just have to have no bodyfat on you lol. THANKS!

You probably have one right now under the body-fat. So... low body fat just like how you get to see every other muscle.

The first 90 degrees of hanging leg raises works that area.
Anything involving the hip flexor will give it a good workout.
Sit-ups rather than crunches will lead to its development
