    I understand what you mean.
    While it's a combination of many things, it's more than simply "low bodyfat." Arnold describes in his encyclopedia that he had a"showmanship" type physique meaning when he flexed it looked as though he doubled in size, this was mainly because of his higher rep training in his later years of bodybuilding. Its a fluid response in a sense, New muscle is created but blood and nutrients are forced into the area and it stretches the fascia surrounding the muscle and holds there. This combined with his posing made him unbeatable. Unlike Franco Columbo, Arnold's friend and avid powerlifter. Franco would lift heavy often and it gave him a brutal dense look, Very full yet granite to the touch. Arnold said it wasnt as impressive when he flexed because he always looked flexed so to speak.
    Long answer but simply combine strength training with hypertrophy training 50/50.

    Powerlifting

    When you lift heavy 1-5 rep range, you build your myofibular (however u spell it) muscles which is pure dense muscle fibres which can make your muscles harder. Make sure to do:
    -Squats
    -Deadlifts
    -Bench press
    -Weighted dips
    -Weighted pull ups

    Make sure you attack every rep with an fast explosive tempo - your goal is to build strength and dense muscle fibres.

    Genetics, diet, bodyfat it all comes into it bro, are they flat because they haven't eaten, body type, ecto, endo, meso?

    If you want to get denser muscles, first of all you need to have a low body fat percentage and you need to lift heavy and do up to 4-8 reps of lifting heavy. This is called myofibrillar growth (you can search this up). If you lift light but do 10-20 reps this doesn't build as much muscle, instead it increases fluid within the muscle, and in a few days, if you don't lift the gains will go away, this is called sarcoplasmic growth (you can search this up also). So that's how to get dense muscles, hope it helps
