Depends.
I would have talked to him about it, tried a rational conversation about the damages it would cause to his body at his age. If it seemed he'd done his research, had his post cycle set up properly, his supply was clean, and his head was straight about it I'd probably butt out. He's over 18 and "supposedly" an adult which means he gets to make such choices and deal with any consequences. However, if I even smelled a hint of something being not right, not enough research, shady deals, etc I'd lean on him and hand him a 8x10 high res glossy of someone with bad gynocomastia. I'd ask him if that was what he wants, and how he planned to avoid it. I'd offer my help and support if I got a contrite response, if not I'd bring his father into the room and appraise him of the situation. Later, in private, I'd chew his @$$ for not keeping up with his kid.
But it is all rather hypothetical as the original intention of the OP was to attempt to salve their conscience, to which I say Good Luck.

was he still living at home? If so, then yes. If no, then it was none of your business, he is an adult. At best you could have made sure he was informed about the pro's and con's, risks and rewards.

I'm not sure how I would have handled that. Probably I would have informed your brother, as you did. But Iceman1800 has a point about your nephew being a legal adult, even if the subject in question is currently illegal to use without a prescription.
One thing I would have done for sure that hasn't been mentioned yet is email your nephew, "look, here's a link to a board you should lurk on for 24/7 so you can get an education about the pros and cons associated with AAS use. Keep an open mind and read the other forums, you will see many 19 year olds making great gains without AAS, as well."

I'm along this line of thought.
It would also depend upon whether or not you nephew was getting financial support from your brother. Your brother would have had the right to know that some of the money was being spent on steroids.
