Email powerblock and ask for their Canadian distributor list in Toronto.
I dont think the prices vary that much, they cost what they cost.
Look for something use, TO has a few used sales boards, usedto, or kijiji, etc.

try fitness depot. They guarantee lowest price and are all across canada. They carry the 5.0 set, 9.0 set, and the upgrades to 90 and also 130.

Fitness Depot would be the best place to try. They used to be exclusive to Powerblocks in Canada, not sure if that's the case anymore. They will price-match pretty much anything though.

Agree on their price-matching. I was in one of their stores at the beginning of the year looking at a power tower that was labeled with a $598 price tag. I casually mentioned that I could get it for $298 and the salesperson said no problem. They would price-match. I immediately said you've got a deal and bought it on the spot with no other discussion on the sticker price or if and where I might have seen a comparable unit for my $298 price. Their's was the only power tower I had seriously looked at. It is still priced at $598 on their site and in the store:
