I like to try and move up if I can get 1 set of 10. If I can get 3 sets with 10 reps no problem I feel like I wasted my time and could have increased my weight for the first set or two.

You should be constantly trying to increase the weight you use. There should be no 'set' time to weight. So soon as you can hit all your reps with good form, up the weight.
