Should I bulk or cut? *PICTURES*

Okay, so I think I need to cut, then clean bulk without gaining much fat, but most others tell me I should just bulk first then cut. So now I come here to ask...which one

NOTE: All summer I was running and mildly working out. I think I lost about 28 pounds, and gained some muscle due to newbie gains.

Why don't people bulk and stay at a low BF% at the same time? This is what I do.. I maintain under 7% BF all year round and just build mass and strength this way.. So far I can almost bench twice my body weight. (5-10 pounds short).

From the pics I've seen and what you've said, you seem to have some sick genetics to help you out. Not everyone is so lucky.

Bro I've never been under 7% bodyfat in my entire life. Skinny-fat for the loss.
