Is cardio twice a day too much...

I'm trying to reduce my fat from 23% - 19%. I also want to tone my muscles.

Just saying cardio twice a day without telling us the length of time or intensity of your cardio won't allow us to help you much. But, in general, cardio twice a day isn't really overboard if it's not overly intense. An example would be I walk 30-60 minutes a day sometimes early in the day and then run for 20-50 minutes later in the day depending on whether I've lifted or not. Not overboard at all and I'm steadily dropping weight.

No. I dont think so. I think doing it twice a day is great for fat burning.

In the morning I do HIIT and LISS.
In the eary afternoon I do LISS.

And next week I plan to add HIIT to the afternoon session too. I might even add a 3rd session in the late afternoon/evening.

I usually do 30 minutes interval on the bike in the morning, walk 45 minutes at 4mph on lunch break, and do another 30 minutes interval on the bike at night.

So, no, it's not too much.
