working same muscle two days in a row, always a bad idea?

I know for most purposes you should never work
Out a muscle on consecutive days, or in some cases even in the same week, but is there ever a time when it could be used in a program?

Not that I've heard of. Other than active recovery where you do very light very low intensity exercises just to get blood flowing to the muscle. But even there, there is a lot of controversy about it.

if you do low volume and very the parameters. For example if one day you did barbell curls working up to a heavy set of 6 reps, then the following day did dumbell curls for 2 sets of 15.

Yes - it's called planned overreaching.
