Starting my first cut, going to decrease my calories, and carb intake...
And also do cardio 3x a week after weight trainings.
When should i be consuming my carbs?
Currently with bulking im having carbs in each 6 meals. except for my before bed snack.

Eat carbs throughout the day, but limit them in the late afternoon to evening. You want to be taking in carbs morning for breakfast, pre workout and post workout. Those are the 3 most important times in my opinion.

I think 'late-afternoon' refers more specifically to your relative 'late-afternoon.' Meaning limit your carbs to the first four meals of your day (assuming six meals and you workout during the first four) weather that is at 4 or 6 pm.
I am cutting as well and I try to not eat any carbs for the last two meals of the day. My heaviest carb meals are breakfast and post-workout (around 30g) and my lighter ones are pre-workout and second meal after post-workout (17-22g carbs).

Like I said carb intake is important post workout as your body needs nutrients (fats, proteins and carbs). Carbs replenish glycogen stores which ultimately helps you to recover better after your workout. So eat complex carb meals post workout always regardless of time.
