so my upper body lifts (bench and press) are lagging behind my lower body lifts (squat and dead) a bit due to technique issues
would it be a smart idea to increase the frequency of upper body to allow there to be more opportunities to PR instead of only twice a week (i do upper/lower 4 days a week) and more opportunities to improve technique?

This is quite common in my experience. If it is truly technique, then obviously working on that will give big improvements. Personally, I bench 4x, squat 3x and deadlift 2x per week, and have made good progress on all three with this setup. Obviously what works best for me may not work best for you. The other way to improve would be to add more reps, add more sets or shorten your rest period for those lifts.
