Carbs, fats, and fiber... OH MY!

What are the percentages of carbs, fats, and fiber I should be eating in a day? My BMR is 1700 and maintenance is 2400, so I'm eating around 1900 cals a day to lose weight. I calculated 30% fat, 1% fiber, and 40% carbs... but those numbers seem REALLY high.

I ate normally for one day and calculated everything the next day... I had 1855 calories, 13% carbs, 5% fat, and 1% fiber. If I'm eating 17% fewer carbs and 25% less fat than what I'm supposed to, how am I not losing (and sometimes gaining) weight???

I'm using calorie-count.com and the restaurant websites to calculate nutritional value.
