Are protein powders by themselves THERMOGENIC?

Is PLAIN (no flavoring or sugar) protein powder thermogenic. I heard that since it is a form of calorie that it can be used to burn excess calories

All food are thermogenics since it does take energy to convert them to their free-form components ready to be used as fuel

But protein powders themselves are not considered to be 'thermogenic dietary supplements'.
