Okay i got a buddy here.. he is cutting at the moment... so he was advised to do more reps with light weights... anyhow.. can he still lift heavy for chest n back? Is he still supposed to lift light on chest.. or is it better yet to lift heavy on chest n back?

I think the general idea is that with higher reps its easier to do more volume without overtraining which would burn more calories. For example it is much easier to do 3 sets of 10 reps as opposed to 10 sets of 3 reps with the respective weights you can handle. But you can still cut and lift heavy. Diet is much more important. Depending on your goals it is good to mix it up. Lifting heavy will help keep your strength up. Higher reps has helped with me previously in terms of vascularity, muscle definition and density, lactic acid threshold, but only very slightly with strength and growth.

lowering the weight to much can cause muscle loss during a cut because your not stressing the muscles like you were previously. So keep lifting heavy on everything. Just not so heavy you injure yourself completely.

Absolutely. The non-competitive bodybuilder has to change little in terms of training during cut/bulk phases.
