shrugs are the only thing i do to isolate them
deadlifts/overhead presses/rows/pulldowns work them a little also

dubell shrugs, wide grip barbell shrugs.
do 3 sets of 50 reps with the dumbell and 3 sets of 30 trps with the barbell, i did that when i trained once with a pro bber (no names) and they burn like a mofo, and the next day everybody will say you look bigger
