heres the actual real doctor answer. muscle fibers are attached to muscle heads (big muslces have 3-4 heads small ones have 1-2, triceps-3 heads, quads-4heads) the heads are attached to the bones. everything is under the fat, the fat is kinda protecting your body from all kinds of sh*t if u get a cut first it kits the fat not the muscle (unless u get a deep cut or ur bf is 0%). sooo yeah fat is above everything

The process of building muscle is done by destroying the muscle fibers (actually the actsin and myosin protiens), so by these filiments contracting over one another causeing microscopic tears in the muscle fibers. And with rest, these tears heal, and you produce more actsin and myosin, thus your muscles grow. You don't grow by huge leaps and bounds and encapsulate the fat surrounding your muscles.
