You're not fat dude. Check out my thread that's in my sig and my fat loss as of recent.
Your weight is less than mine and you should be set. You'll find a good example of a diet plan in there, although you may want to increase it a bit as I have adjusted an increase of carbs slightly for more energy.
Just start lifting heavy, do HIIT on non lifting days and you'll be set.
