I know we cannot loose body fat in one section only, or spot reduce. But is there anything i can do to help bring about more definition in my arms? in terms of training, or diet, or cardio? I've cut before, and i lost a good amount of bodyfat, but my arms have always had trouble with definition nad tone, even if i get below 10% bodyfat.

well i weight about 250lbs, i'm around 6'3 1/2, and my bf% is probably 15-16%, and whenever i've cut in the past, my arms don't show that much definition in my shoulder-tricep area. I know so many other big guys who say that high reps, lighter weight is the way to go for tone/definition, but then i've heard others say that that's not true. What if i did like two excercise of high reps per muscle group, and one compound, heavy low rep excercise per muscle group?

the fat u have already have combined with small arms could make them pretty blurry...
basically u have two options: either lose more fat or gain more muscle
when you gain more muscle mass the fat spreads out and the tighter ur skin looks. Also the ratio of muscle to fat goes up giving you more definition
losing fat is your other option... really theres nothing else you can do other than that...
try varying your training. maybe do high rep training twice a week (12-20 rep) and lower rep twice a week (8-10 rep)
