Is it only a matter of eating less and less, progresssively, and doing more cardio (calories in vs. calories out) or once you start getting into lower levels of bodyfat is some serious manipulation of macros involved?

Weight training will help you out alot.
However, generally it is just a matter of calories in vs calories out. Some people have it a bit easier to get ripped. Your genetics determine where your body likes to store fat. My body is like most guys and stores in the stomach and face first. Also is a pain in the ass to get rid of that last bit, as I get hungry way to easy. >.<
However just being on this board, you will see many guys who are ripped, so it shows you that it is possible. Some people are lucky, some people are not. Some people have will power, some people do not.-
