All the girls I see that come into the weight room (separate from the cardio area) lift like 3 pound dumbells and do like 30 reps. They don't seem to struggle at all as they get to the end of their 30 rep sets.
Are they doing themselves any good, or just wasting their time?

They always want to get "toned". If they only knew what that meant!
If they just did some 3x5 with good compound lifts, with the right diet, they would get a small increase in muscle mass and lose body fat too.
Instead they do bicep curls and leg press. Often I hear PT's recommending 8-12 reps for strength and "toning", if only they knew those were hypertrophy rep ranges.

Most women are terrified/petrified of the idea of bulking up/packing on unsightly manly looking muscle.This is what they envision because of seeing the women who have used steroids to attain this scarey manly muscled look which they percieve to be the result of merely lifting relatively heavy weights.They just do not seem to understand that it simply does not work that way.They need to see yt vids of Russian weightlifter women who perform 200 + Lb overhead lifts yet remain athletically lean. This misled personal minded dilusion of theyr'es is tragic. Lifting pink db's will simply not yield results. To attain a fat burning machine of a body,one must use legitimately challenging resistance. Emphasize lifting as much weight as possible on various core resistance weight bearing exercises for sets consisting of rep ranges in the 10-15 rep spectrum.*Addicted to swimming during the summer crew.*
*Despisement of 2nd hand smoke crew.*
*Bring back the Commodore 64 crew.*
*Create a new electric car/vehicle thats under 5 grand crew !*

And to answer the question, any weightlifting is better then sitting on your ass at home. People shouldn't be so quick to judge about how "all women should be using so and so rep ranges because they won't get big". Just relax a bit and let them do their thing, how do you feel when someone walks over and starts pointing out all there opinions on your lifts.

Yeah, but there is still something extremely sexy about a girl who knows what she’s doing at the gym. Not a necessarily a girl who’s buff, but a girl who walks in with a purpose and leaves after an actual lift sesh. Not like these idiot sorority girls who walk in decked out in pink and a full face of make up so they can toss around a 5lb dumbbell for three minutes and call it a day.

Let them be if that's what makes them happy.
Any girl who seriously lifts could make a thread about the tons of teenage kids in her gym who hustle to the bench everyday and stay 150 lbs year round making no progress.
I've seen plenty of women at my gym who outwork a significant number of the dudes there and have great physiques to go along with their work.
