I'm not sure if it's just poor form or what but I can't seem to get the groove on bent over rear delt rows. Everything from my grip width to how i move the bar seem l ike it's not hitting my rear delts. If anything i feel it more in my back. Any tips or other read delt exercises that may help would be appreciated. Thanks.

Maybe it's not the right exercise for you right now. Sometimes certain exercises are better for developing that mind-muscle connection and you need to build some mass before trying other exercises.
I recommend cables for rear delts:

Ive read face pulls a few times but still have no idea what they are.. heh. Anyone post a link showing what they are? or describe them?
Excellence is the result of Caring more than others think is Wise; Risking more than others think is Safe. Dreaming more than others think is Practical and Expecting more than others think is Possible.

^^^^^
Face pulls own all other rear delt exercises.
They're simple; attach a triceps rope to a cable, and pull it to your face, spreading your hands apart as they get closer. Bonus points for keeping your elbows flared, but tucking them will hit your middle back harder. I like to do them seated, but you can do them at a lat pulldown station by bracing yourself with a foot on the seat.

"If ye love wealth better than liberty, the tranquility of servitude better than the animating contest of freedom, go home from us in peace. We ask not your counsels or arms. Crouch down and lick the hands which feed you. May your chains set lightly upon you, and may posterity forget that ye were our countrymen." - Samuel Adams

try dumbell flys
yeh rear delt is a pain to feel, i strugle with it sometimes too, u gotta keep your mind on the rear delts, and get the right angle for you to get a good pump and really hit the rear delts, and as you raise the dumbels do it slow, and gradually twist the dumbels so the back is slightly higher than the front of the dumbels
and do the movement slow and feel the squeeze at the end of each rep, dont flap your arms like a retarded dodo bird
