Realistically lose 1-2" I'd diet hard and it would come down over time while maintaining your muscle mass (this is of course if you are at a moderate to high bodyfat percentage). If you are already sub 10% you won't be losing much more on your waistline from dieting as you are almost at your genetic structure at that point.
If you want to lose 1-2" in a few days.......carb deplete like a mother****er. Eat only lean meats and some nuts. You will feel miserable and you still might not even get the waistline loss you want but that's really the only way to attempt to do it.

You will gain it back right away when you finally eat but there is a 3 day, 10 pound diet out there. It is the diet for people with open heart surgery or something. Not recommended if you are active or working out. Still, you do that diet then Prep-H and Saran wrap the night before and it can be achieved. But it is short term. Your fat cells will still be there so you will plump back up fast.

Dude you could just go on a very low carbohydrate diet for a few days and that will easily do it for you. Don't eat carbs though on the day you get weighed, wait till after because you will gain in all back. 1 gram of carbs holds 4 grams of water. You can drink water still since you won't have many carbs in your system for the water to be stored in. Restricting salt intake will help too, just don't go cold turkey on either carbs or salt, like I said low amounts only.

Armed forces personnel submit to periodic tape measuring of the waist/neck as a crude method of determining BF%.
OP, it sounds like you cut it kinda close. As far as actually losing a meaningful amount of BF off your waist in the next three days, you are SOL. I vote for keto+saran wrap+temporary dehydration pre-measurement.
