Theres only 3 heads, so 4 exercises for triceps is unnecessary

They don't 'isolate' a certain part of the tricep. When you do a pushdown or a close grip bench press, you're working all three heads, but the emphasis is places on the lateral head. Overhead extensions place emphasis on the long head. And reverse grip extensions place emphasis on the medial head.
I don't see a lot of people stress the importance of reverse grip extensions, so perhaps for most it is adequately worked by exercises that hit the other heads.
