how the heck do I get rid of my saggy chest! I am 170 lbs bench 205 and I I have a nice chest under the fat but I got fat all on my lower chest. I just wanna get it cut and ripped but I don't know how. I wanna get cut all over but every time I try to diet and excercise my benchpress goes down to like 165 its horrible. I wanna keep the muscle and shed the fat through jogging and diet. What can I do man I'm serious abou this.

Firstly, to shed fat and reveal muscle you need to have muscle underneath. You probably don't have much muscle, A fat loss diet would be ideal. Your bench is gunna go down, you just gotta suck it up. Maybe try increasing your normal workout's reps? i.e. if you do 3 sets of 8 of something bump it up to 9, then 10, then 11, then 12, etc. Keep going until you achieve desired "cutness." I don't know how that will work out for you but I know that after I increase my reps with the same weight I always notice a better cut. You should keep your max too, if you're sticking with the weight.

Maybe it's gyno. Gyno doesn't go away with diet and excersise. It either goes away after puberty, or you can get it surgically done. But you're 17, I wouldn't recommend surgery yet. Just wait and see if it goes away on its own.
