If he's on the Hidden Wiki, the FBI is pretty much useless.
Tor > FBI. NSA > Tor, though.
FWIW, Tor is not used solely by ****s and people looking to put out contracts on lives, it's an invaluable anonymity resource for anyone who needs to stay out of the limelight. Wikileaks has a Tor server, UC law enforcement uses Tor, Chinese citizens use Tor to read uncensored news, etc. Hard Candy is just one subsection of the Hidden Wiki, one that I believe you have to intentionally navigate to. Of more interest to this section (hopefully) is that there was, at least somewhat recently, a Tor link on there to a site where you could purchase scannable fake IDs that beat UV inspection...i.e. a perfect fake.Miken > Easton. That is all.

And seriously, why is this shocking to anyone?
Limewire and Kazaa were no better at the height of their usage. Hell, you search for T-Pain and you'd get results like "T-Pain Justin Bieber Timberlake preteen horse dog pig anal lesbian underage.mpeg" if you forgot to select that you wanted to search only for audio files. You're right, though. There's a strong naivete in this thread. There's also a strong misunderstanding, thinking that everything on Tor is about raping babies (although now that I actually see the screenshot, holy **** is that a lot of links to CP...) or killing people.Miken > Easton. That is all.
