Personally I measure at the mid point between my knee and my crotch, but am I selling myself short? Should I measure at the top of my thigh?
Mid-thigh = 18.5"
Top thigh = 21"

Better for what? All that matters is that you are consistent for your own knowledge. Most people measure the widest part for everything, except the waist which they do the smallest. If you're measuring around the belly button that's fine, so long as you are doing it for your own record keeping and not to compare to other people's numbers.

I measure both to watch for trends. Three months ago my mid thighs measured 18.5 and my upper thigh 21.5, right now I am recomping and now my mid thigh is 19.25 and upper is down to 21. It can be helpful to monitor trends depending on your goal.
If this were easy, everyone would walk around ripped.
I like eating, it helps with the not dying.
