Hyperplasia?
Who writes these articles? Hyperplasia hasn't been proven so why even include it in an article? Maybe to mislead readers? Plus hyperplasia was saw in birds, since we don't have wings we should probably wait til this is proven to use it in an article.

Elbows-Flared Pushdowns sound interesting, might be a good variation to try.

It is written by Steve Holman and Jonathon Lawson.
In the articles they write, if they ever write about hyperplasia, they usually say that it has not been proven, but that if it does happen, the specific exercises would be the best way to acheive it.
And they actually quote the study that you are talking about quite frequently.
Now, if you read the May 2006 issue of Ironman Magazine, there is a section at the beginning (sorry I don't have the mag with me right now or I would give you the page number) that talks about a recent study in which they measured the numbers of muscle fibers that bodybuilders and non trained people have. It is an interesting article and one I would definately recommend it to someone intersted in hyperplasia.

Not sure, but the whole purpose of this article might have been just so Jonathon could tell everyone his arms reached 19".

Today was arms and i was sitting in the weight room trying to think of something else to do to isolate my triceps, i was thinking of doing close grip benchpress, but that would intereupt my resting period since i did chest the day before. i suddenly remembered the elbows flared pushdowns, and rememebered hoe they mimick the movement of closegrip benchpress. I decided to try them and let me tell you, they worked suprisiongly well, considering most "new" excercises i try turnout to be completely useless. but let me be the first to tell you that the elbows flared pushdown do work, and i personally am going to adopt them into my workout program.

Yeah I been doing the elbows out pushdowns for a while now and feel they are superior to the conventional pressdowns.

you said that you didn't want to use close grip benchpresses cause they interupt your chest resting. But don't flared elbow pushdowns (and decline closegrip benchpresses) also work the chest a little?

Once again
I started read this article w/o checking who wrote it first, was intressting the first lines, then it came, it start to mention Jay cutler and ronnie coleman.... By then I already knew who was the author. When i started training i thought the best guys like ronnie and jay had all answers on how to get that big as them, then i started to read about other big guys that all was famous for their freaky bigs triceps etc. And then it came up for me, its all different for different persons, these guys that have this freaky arms or legs had found the perfect workout for themself. Is close-grip bench press a good triceps exercise? YES. Do it work for everyone? No, but mostly 90%. Is Elbows-Flared Pushdown a good exercise? No not really, I was using it w/o close-grip benchpress before or even after and it activate more shoulders than triceps.

true, it does the chest a little bit, but on a lesser degree than the close grip benchpress (think about the position your in)

X-Reps
When I first read this article I thought great, another bullcrap workout routine. Although I was skeptical I gave it a try. I was completely blown away. Let me tell you, it was my shoulder/tricep day and I incorporated the xreps into my workout, about halfway through the workout my shoulders and triceps burned and felt like they were going to explode. I have never experience a pump or feeling like that. If what I felt in the gym translates in to size gains that would be awesome. I'm going start taking measurements and I'll likely post the results in about a month.

Not a chance
There is absolutely no chance in the entire world that this program would lead to having 19 inch arms.
