This is a very nice ab workout, I do the same. Except, the side obliques are definitely not necessary. Doing this with dumbells only ads more muscle to the obliques and will give the appearance of being wider near the waist, in return making your lats look not as wide as they could be. Occasionally, all that is needed are a few sets of crunches to each side. Doing this will keep you waist as thin as possible and will make your lats look wider with an hourglass appearance. If you stick with the broom twists, decline crunches, and side crunches you will have the abs all year long. I do the same workout on and off-season for my abs.

Overtraining...

I have to disagree with the author in regards to the frequency in which the abs should be worked. You said it yourself that abs are just like any other muscle group; you don't work your biceps everyday do ya?

I like the idea of less reps with more emphasis. This guy I know works out with no weights and is ripped as hell, and he does only like 10 reps max with anything, but very slow. It takes him 5x as long to do a rep than what it would anyone's regular methods.
