We need a grass roots effort and start from the bottom and work our way up.

I agree. Unfortunately I also think that changes will be a long time coming because of the types of changes that will be required for a positive change. People just don't think that way. As a society our philosophy must change, and with over 300 million people and a slow moving government, will take a very long time. It is sad.
