The idea of varying one's workout is a good one, of course, and the tip of alternating quads first/hams first is excellent. There are, however, some faults with this article, in my opinion.
Knee wraps? Not a good idea. Also Smith Machine squats? You might as well just shear your knees off with a knife.
The included 25 set workouts may also be the reason why your legs don't grow. Personally, when I got rid of leg presses and extensions and other dubious exercise, and did squats plus deadlifts or stiff legged deadlifts I had the best leg gains of my training career.
