I want to start a new program, please help

I'm 18, male and I've been working out since I was 15. What I usually do is I start working out hard for like 5 months or so then suddenly for some reason I stop, for like a month, then I restart again.

I recently started working out every single day with my brother but when he traveled, I stopped completely. Now he's back and it's been 2 weeks I haven't done anything. I want to restart fresh with a new program, will you guys help me?

I don't have a camera so unfortunately I can't take pictures of myself...
I'm 180cm and 81kg. My goal is to gain strength and at the same time build up some muscle. My body adjusts quickly to anything so I don't have a problem with the types of programs you might recommend me. I have no fat in my body except a bit on my lower abs, hips and ass. So my main goal like I said is to gain strength and lose the fat in my ass, hips and lower abs and build up my stamina and muscle mass. I'd like to workout approximately 2-3 hours at the gym 6-7 days a week.
Can someone pick the perfect program for me?
