Fairly simple really. I've put up a few chain-link fences, so I understood what happened when I watched it. The wire mesh is clipped to the poles (vertical and horizontal) via some thick #9 wire. It's not really that hard to bend those wires though, and a car is sort of low, so when the car hit the fence it just pulled all the clips at the bottom and the two side poles. The mesh, like a big curtain, drug over the top of the car and then spung back into position, just as the dust cleared and the cop caught the car on camera.
Had the cop just driven into the fence at the same point he would have gotten through as well. Lucky for the driver, the cop wasn't that smart.

yeah i was thinking the same thing about the fence. but what about when it made that turn and just disappeared in the beginning?

I take it you never played "Ditch the cop". A camera only points directly ahead. I watched that video, I didn't see anything out of the ordinary or that I hadn't done myself (back when I was 16 and dumb).

exactly, thats what i would of imagined. the cop wasnt that far behind, the camera shoulda recorded kicked up dust or the fence shaking.

More like, the guy driving (you can see his face early in the video) ran smack into the fence, and the cop's camera is at a fixed angle, so it seems to stop at the fence but really the cop just pulled up to the fence and stopped his car and got out to make pursuit/arrest.

go'n at that speed the fence would've been damage or bent but it wasn't. i'm not so sure..but i doubt it's a ghost.
