I want to learn the violin...questions for violin players

I'm 19 yrs old. I don't have alot of experience in playing instruments. I remember playing the piano when I was a kid. Stopped that Ages ago. Play the guitar in 7th grade. Stopped that as well. Now I'm back to playing the guitar. But I REALLY REALLY want to learn the violin. I hear musics done by vivaldi, bach and vanessa mae. Heard beautiful compositions such as Toccato and Fugue in D minor and Art of war. I was wondering is it too late to learn the violin for me? How much does tuition costs and how much is a decent violin? I also want to know how long will it take me to play songs such as Toccato and Fugue in D minor properly?
