At the meets I've participated in, it's open. After the rules briefing they usually give 30 minutes or so before the lifting actually starts. You need to time it so you are ready to go. If there is one flight, look where you are in the flight listing. If you are early, start warming up early. If you are at the end, you probably have an extra 15 minutes or so. It's better to warm up too early than too late. If there are multiple flights, like there often are in benching, and you are in the 2nd flight, you don't need to start warming up till the 1st flight is completing their 2nd attempts.
Basically you just work in with everyone. Get used to taking jumps by big plates and 25's. No one wants to wait around while you try and put 165lbs on the bar with a bunch of change.
A lot of times, when there are multiple warmup benches or squat racks, you'll get the guys going heavy in one and the guys going lighter in another.
