Fat loss is just not gonna happen with a calorie surplus. If you gain muscle, your overall body fat % may go down and you may appear more lean, but that is just a ratio, and you will not have actually lost any fat. Typically, while bulking, most people will actually gain body fat % because gaining muscle is more difficult than losing fat and it takes alot of food to create muscle, so they "overdo it" in a sense.
Since you said, "i want to look lean and muscular," I think you'd be really happy with the results of a cut right now. It's not as if you're completely scrawny muscular-wise, and lowering your bf% will make make you look more muscular than you really are. Also, a study that I read showed that muscular growth occurs at a higher rate in people with a lower bf %. You might even be able to make some minimal gains in muscle even while you're cutting. So, if I were you, I'd start off eating 2200-2300 calories per day, no less. This should give you about a pound per week weight loss, assuming that your maintenance is 2700. You'll have to cut your calories even more as you lose weight, so reassess your maintence every two weeks and continue to eat 500 calories less than your maintenance. I'd cut for like 4-6 months and then bulk.
