The location of your arms is very important in maintaining your posture while running for long periods of time. When you run, if you haven't trained yourself not to, your arms will be kind of lazy and will slant towards the middle of your body.
You want to make yourself as aerodynamic as possible, and you can do that by keeping your arms parallel to your body like the last guy said. This means that when your arms come up, your fists should be closer to hitting your deltoid than your chest. It feels really awkward at first but you just have to consciously focus on keeping your arms straight and eventually it comes naturally.
If you really are having trouble or can't force yourself to do it, then what you can do is grab a 5-10 lb dumbbell in each hand and try to run with them. If you're doing it right, you'll be okay, but if you are crossing your arms across, you'll beat yourself in the chest repeatedly. Eventually it'll start to hurt and you'll want to keep your arms straight because that's the only way to avoid being smacked by a dumbbell. Its kind of like training a mouse to avoid a piece of cheese by giving it an electric shock every time it goes near.
