Politiks, Putin style..
The Russian North Caucasus is again in crisis, with an upsurge in violence in both Dagestan and Ingushetia. Under pressure from Moscow and local leaderships to demonstrate resolution and decision, many local security agencies have turned to increasingly arbitrary and violent methods, especially the zakhvat (snatch), a method of arrest which verges on the kidnap.
The victims are typically young men who are taken at speed and gunpoint by masked officers, often without arrest warrants. These officers are sometimes in civilian clothing or with unit insignia removed and refuse to identify themselves, all of which technically breaches of Russian law. In many cases, snatches are carried out legally, executing arrest warrants in areas where the local or federal security forces believe armed jihadists and anti-government militants are strong enough to foil conventional arrests or harm the security forces.
However, not only do these methods create ill feeling within already alienated communities, they also facilitate a growing trend towards extra judicial seizures of suspected militants for torture, disappearance and even kidnap for ransom. In Chechnya alone, estimates of those people who have been abducted or have vanished since 2000 range from Amnesty International's 2,800 to the Russian human rights group Memorial's 5,000.
