Should I refeed?

I am having problems losing the last 25lbs I want to lose to reach my goal. From January 2006-January 2007 I went from 207lbs to 163lbs. I was losing about one pound a week steadily until I just seemed to hit a wall. I have either not lost any weight or I have gained weight. I am so frustrated. I have stuck to eating clean except for a cheat meal and a dessert twice a month. I have remained consistent with my workout plan. I weight train 3 times a week for 45 minutes and I do cardio for 45 minutes 5 days a week. My caloric intake has been between 1700-1800 a day. I have decreased calories to 1500-1600 a day and that hasn't worked. I increased my calories to 1900-2100 a day and I did initially lose 2lbs but then I started gaining weight so I went back to 1700 calories a day and I haven't lost a pound in a month. What is even more strange is that I seem to be gaining weight in the lower body but losing weight in the upper body. I went down two sizes in my shirts but I went up a size in pants. I am confused by what is going on with my body and I am wondering if I eat at or above my maintenance calories for a week, if this would give my metabolism the kick that it needs. Here is an example of my current eating plan.

Meal 1 9:30 AM-Promax Protein Bar
Meal 2 12:30PM-Subway Sandwich/Usually 6 inch Turkey or Roast Beef Sub with lettuce and tomatoes and no condiments.

Meal 3 6:00 PM-Optimum Whey Protein Shake
Meal 4- 2 cups of brown rice with 6 ounces of chicken breast or fish filet and two cups of Fresh Express Salad with a tablespoon of Light Dressing.

I am thinking about increasing my calories 500-1000 calories a day for a week. Is this a good idea to boost my metabolism?

in my opinion, No carbs after 6 pm.
besides that, the carbs you are taking 2 cups of it! Dang, way to much in my opinion. I only eat 1/4 of a cup of brown rice (uncooked, cooked it is 1/2 cup).

what do your macros look like?
Do you do cardio?

Make sure you dont lower your calories any lower (might think about rasing them) becuase you dont want to fall into starvation mode.

change up your foods, and workout too. Our bodies get used to certain workouts and foods. by mixing it up we trick out bodies to keep on burning fat.

Hope this helps
