Most underrated actors
David Morse- He was awesome in the Green Mile.. and in Disturbia.
http://www.imdb.com/name/nm0001556/
Barry Pepper- Was also awesome in the green mile along with 25th hour, knockaround guys, we were soldiers, flags of our father, ect.
http://www.imdb.com/name/nm0001608/
Willian Sadler- plays small roles in a lot of movies but plays them well.
http://www.imdb.com/name/nm0006669/
Jamie Foxx- Doesn't get as much credit as he deserves... was unreal in Collateral.
Ray Liotta- One of my all time fav actors.... very underrated IMO.
Sam Rockwell- VERY underatted. was terrific in matchstick men, green mile, confessions of a dangerous mind, ect. Can't wait to see him in Joshua.
http://www.imdb.com/name/nm0005377/

I agree with w/ Jamie Foxx. About a year ago I would say Christian Bale was underrated but he is starting to get the respect he deserves. I always liked Edward Norton after seeing 'Fear' I believe.

Chris Cooper
Philip Seymour Hoffman(not as much since his Oscar win though)
Paul Rudd - this guy is one of the funniest actors around IMO, he is a supporting guy in Anchorman, 40 year old virgin, Knocked up, etc.

You know those nature shows where a wasp paralyzes a caterpillar, then injects it full of larvae? It stays alive for weeks, completely aware, feeling every little bite as the larvae devour it from the inside. I sat in a cubicle every day envying that caterpillar, cause at least he got to be on TV. I hated that job. I was a crappy employee.

Edward Norton...did an A++ job in Primal Fear (I think that's the movie you were thinking of).
My favorite performance of all time is Val Kilmer in Tombstone.

I feel Morgan Freeman is a great underrated actor. He should've won the Oscar over Denzel in Glory. Truly one of my favorites, I just wish more movies centered around him a la Kiss the Girls and such.

Christian Bale... always underrated, never nominated for an Oscar except maybe Empire of the Sun when he was a kid. Watch these if you haven't already:
Harsh Times
The Machinist
American Psycho
Empire of the Sun
Equilibrium
The Prestige
Batman Begins

This is probably going to get me flamed but.....
I actually think Brad Pitt is becoming underrated. He has never gotten any award consideration, and people think he's just a pretty boy. But he was great in Se7en, Fight Club, 12 Monkeys, Snatch, and more recently Babel.
