policemen can be more observant than you give them credit for...as they are sitting over in the shadows watching traffic and suddenly the light changes out of synch with it's normal pattern and some kid goes screaming through.
Also, most cities that actually have the light changing devices on their traffic lights also are hooked up to a computer system which will show when and where a light has been manually changed.

in a lot of states even a simple radar detector is illegal
my friend got pulled over, doing 72 in a 65, and the only reason he got a ticket is because the cop saw he had a radar detector... (yes lasar radar gun caught him)
