they're actually exactly 13inches flexed, around 12inches relaxed and cold... pisses me off because I curl reasonably heavy but they're still tiny (ezbar curls 95lbs 6-8 reps)

Dude heavy aint the way to go. Do concentration curls with 25's in each hand, and rep till you cant lift the weight any more, or close to 20 reps.

Doesn't low weight/high rep build muscle endurance? from what I understand: 3-5 = strength, 6-8 = hypertrophy, 9-12+ = endurance.
edit: lol, thats arabic (stylized). I live in jordan.

For compound movements (Bench, Deads, Squats etc) Heavy will get you overall size, but for small, and isolated muscles (Especially biceps) it is better to go higher rep. Think about how much weight is on your biceps during heavy rows...a lot. Whilst doing isolated curls, g lighter, but stay intense, and squeeze the contraction.
I actually just got a magazine out of my car to quote for you. Johnnie jackson has an article in FLEX this month's issue on his arm training.
He likes to train 10-15 reps "I'm, trying to push more blood into the muscles now, and I get a better pump with higher reps." Basically the point is, lower weight allows for better form, more concentration of the bi's and tri's, and harder contractions.
