Hmmmm....
I'm just going to say....
It seems like it might happen.
Light weights and high reps are going to cause a different aspect of the muscle to develop (the more endurance capable fibers, plus the energy producing components). This may convey a different appearance.
and if spot reduction is practical (it is possible), then this is how it would be done.
