True
It's hard to find a beautiful, HOT girl at 20 though. Most of them are into partying at that age, and are still immature. I've noticed that they mature around 23ish. My brother is 22 and hangs with people 22 and older for the most part, and they party A LOT, but they're also so much more mature than the 18-20yr olds I hung out with during this past college year.

Because they know that's all they got. I knew plenty of hot 18 year olds, who went off to college, and came back 30 pounds heavier.
Then they're probably wondering why you don't pay attention to them anymore. 
I knew a girl who in 6th grade was butt-ugly. My teacher said, you just wait, in 6 years she'll be hot.
And she was.

They are just fishing for compliments. They don't really have low self esteem, they just want to hear you tell them they're hot, beautiful, skinny, etc...

My theory is that they intimidate ppl. Other women, men afraid of rejection, etc. Other women don't like them because they're jealous, some men won't approach them because they feel the women are out of their league, so this gives them a complex.

Right on the first reply. Its a motivating cycle for them. They pretend to be ugly or fat so guys complement them, they then use the compliments as attention and motivation to stay hot and the cycle repeats.
As far as being ditzy, its becuase most likely everything is handed to them. If you are a hot girl (especially blonde) your life is much easier in America. Thus making these girls not necessarily dumb, but extremely ditzy.

This is why.
They are use to everybody saying....."oh you are so beautiful"
the minute some one tells them something they are never use to hearing.
Its the worse on there self esteem and they become very self cautious
leading them to plastic surgery or balimic
