My problem is that my shoulders are massive and my arms are pretty small. It looks very un-proportionate. I have cut back on my back and shoulder workouts just to try and catch them up, but no such luck in the last four weeks. I really don't think im meant to be very big. lol Damn genes.

u have same problem as me, my shoulders and chest are naturally bigger then my arms..

Ive been training arms differently recently and finally putting on size...

Biceps :

preacher easy bar curls: Heavy as i can go for 3-4 reps then spotted for 3-4 reps, to the point that for the spotted curls i am only in control on the negatives. get your gym bud to push out 3 or 4 when your failing, but work the negative your self as slow as you can .

We do 6 sets , wide grip and close grip dropping weight after both motions

Combine this with pullups with super slow negatives and thrash out some hammer curls at the end. It works

for tricep growth , similary story. Laying skull crushers with easy bar

wide and close grip , simlar rep and set range as above , working the negatives to the point your arms are giving up.

this with some weighted bench dips, cable exercises should help

This combination is helping me breakthrough my platue
