Writers Digest. They sponsor several contests throughout the year, every year.

i read maldoror in english translation. i dont know a word of french except merci and i love you. it's about this superhuman weird0 guy who hates mankind and god and does all these strange, dark, sinister things. it's kind of like dostoevsky's character in notes from underground, but darker and more harrowing. There's this one scene there that I don't think I'll ever forget in my lifetime; it involves maldoror, a dog, and a little girl under a tree. diction-wise, it reads like a romantic 19th century novel, so it can be verbose and circuitous, but once you get the hang of it, and once you get into the very strange parts, the book is unforgettable.
man, i havent read guns germs and steel yet. ive been meaning to! how was it? i might pick it up before the year ends. been hearing good things about it.
