Best and cheapest are two different things...sounds like you want cheap yet effective.
I've heard good things about Muscle Gauge Whey. Plan on trying it myself whenever I reorder.

Muscle Gauge or All The Whey fat free whey isolate...great quality (being an isolate) and light on the wallet as well.

Dymatize elite whey and Allmax isoflex whey both taste hella good, and are 17 bucks for a 2 lb tub, or 30 for a 5 lb tub....both are 100% whey protein isolate...hella cheap.
Kinda weird cause allmax 2lb tub at vitaminshop was 43 bucks!?!?! but at the other local shop it was 17 :/....somethings fishy (points at vitamin shoppe)!

I just bought some scifit econo whey - bodybuilding.com promo going on right now...
$22.99 for 5lbs (80 servings)
First time trying it, but it got decent reviews, so we'll see.
Yeah, I've normally been dropping $43 a month on protein. Not fun.

EAS Premium Protein @ Costco, 6. lbs for 30 bucks.
you need 2 scoops to equal the 27g serving size but it's still a good deal.

Large chain nutrition stores are always more expensive, find a local shop or go online. I have been using ON Whey but am going to give Myofusion and Syntha a shot, so far I like Dymatize the best.

Dymatize Elite whey has whey concentrate in it too, so it isn't 100% whey isolate, still a great protein for the price though.
I would jump at that Isoflex deal, AMAZING price for 5lbs! It's nowhere near that cheap anyplace I can find online even, much less at a local store.

I have been using the Protein from Wal-Mart/Meijers.
Its 12.99 for 2.2 pounds and 26g of protein eachschoop. Cheapest i found.

The highest quality protein for the least amount of $$ is with out a doubt Whey Isolate from protein factory...$23 for 5lbs and its filtered protein not Ion exchange
