Oliva isn't a challenger, he's the champion. He was the first one to come to my mind when I read the title. Lee Haney, Wolf, are also very good. Phil heath is not IMO.

Do I think this is the greatest of all time, no not at all (clavicles too narrow?). But given his small waist, there are some shots where his V-taper looks pretty sick.

to have a great V-taper you need, besides great muscles, the structure: a small waist + long arms + PRETTY WIDE CLAVICLES (which Phil hasn't, no bashing).
