Some PH/DS are in sublingual form like Infinite Labs Cyclo V for example. Their page in the store says "The active ingredient found in Cyclo V is surrounded by crystalline oligosaccharides, and are held in place until the tablet comes into contact with you saliva."
From this, I would guess that you would need to have a specially formulated tab for it to work if you took it that way. If you just swallowed the powder I might guess it could possibly lower the availability if it got broken down on the way but I'm not sure on that.
I'd say if you can take it in the cap, do that to be sure you are getting it effectively until an expert on here says different
