losing weight..specifically lower body(hips and thighs)
i'm creating this thread for my sister.
she basically has a pear shaped body - skinny on upper body and everything, but really fat lower body: hips/thighs/legs.
she was just wondering what exercises she could do that specifically targets those fat areas or what kind of routine she should follow.

Spot reduction is impossible. The only way to lose it is to lose overall bodyfat.

She should focus on bringing up her upper body while working lower body. Fat loss is all about nutrition.

Just lose fat overrall by eating slightly less and her hips and legs would get less fat...long distance running (or if she can't then work her way until she can run) for cardio, and she should work on and lift heavy for her upper body (shoulders, back, chest) to have it balance out her wider hips and give her a more 'hourglass' look. You can't spot reduce fat, but you can spot gain muscle to make your body look more proportionate and balanced.

I can say that i can feel your sisters pain.
I myself carry all of my body fat in my lower half, specifically my butt and outer thighs. At times i would say that my upper half is quite thin as i can see my ribs, so I get a little concerned about leaning out too much as i do not want to look emaciated due to loosin body fat "all over". I am already at a lower body fat % so it isn't like i ahve that much to loose all over, but what i do need to loose is all in that ONE area of my body and no matter what i do it does not come off.
But i will say that i have seen improvements with better nutrition, HIIT training and heavy weight lifting. I am also looking to compete next may so my goals may differ from you sister's with regards to how lean i want to get.

i wish i could spot reduce my boobs but surfnturf is right you can only lose overall body fat and hope they it will eventually take from your problem areas. i have a friend who is pear shaped and training for a marathon, she said even though her legs are tighter they are still the same size, whereas i was training for a 5k and lost 3inches of each of my thighs (i carry all my weight up top). My sister is also very pear shaped and doesnt exercise, ever! she was a size 6 top and 6/8 bottom and wanted to lose weight off her thighs through dieting only, she is now a size 0/2 top and 6 bottom!

gahhh, that's my story, one pants size smaller in the waist than i am in the thighs, makes pant shopping impossible.

Make sure she does really high reps with low weights of the abductor and adductor. That should do the trick.

Tell her to build muscle and start changing her diet. These two will boost her metabolism and help her drop her bodyfat. Not only that, but by building shoulders and a back, she'll give the illusion of a tiny waist, and smaller hips.

OMG. That made me laugh so hard... I was thinking WHAT?!?! high rep/low weight? wtf? Oh too funny. I wish spot reducing was possible, i'd have killer thighs and waaaaaaay smaller boobs...

Oh how I wish I knew the magic trick for this one. I agree with the previous posts. Diet, consistent training and overall fat loss is the ticket. If there was an easier way I would certainly sing it from the moutain tops. It seems that the place that we want to lose it the most is usually the last to go. I have been in contest prep mode for about 10 weeks now. So far my upper body has leaned out really well. I lost a lot of boobage and I can see every rib bone, but I'll be damned if I don't still have some jiggle clinging to my butt and thighs for dear life.
