I am sort of a gym noob: I been working out on and off for about 2 years, but I would have several weeks breaks sometimes and I paid no attention to the diet whatsoever so right now I am kind of fat.
I am 28, 6 feet, 181lbs now (down from 184 from 3 weeks ago).
So I am going to be serious. I decided to start cutting first: created an account on fitday.com, counting calories, eating relatively healthy.
I am trying to eat about 1700-2000 calories, but I think I am going to take it down to 1,700 now since I am not losing weight that fast.
I attached 4 pics (in the last one I am slightly flexed).
Questions:
1) You think it is reasonable to assume my BF % is about 21.5% (That's the number I got using online calculator)
2) Any comments on my body? What do I need to work out more?
3) Am I right with starting to cut? Till what BF % should I do it?
4) Does 1,700 calories/day seems reasonable or a bit too low for my weight?

You're not doing anything wrong. It just takes time to get a response.
At your height, and weight, it's almost impossible for you to be ~21% bodyfat.
I would guess more like 16%, but I'm no expert.
I would say 1700 calories is not enough. There are calculators out there to tell you how much you need. Look into it if you haven't already.
As for bulk/cutting, I would say just lift hard and eat clean calories just below maintenance. Give your body time to work it out. There is no substitute for cardio either. Work it into your schedule. At least for me I don't lose weight unless I'm doing cardio consistently.
You look like you should be fine with a few months of dedication. No worries.

3) 12 if you don't mind looking smaller make sure you refeed sometimes not just cut forever until you reach this number

1. No it is not safe to assume this, you need to KNOW not assume. I would go to the store and buy a BF scale or handheld.
2. Yeah, it's time to bulk broski, I am fatter than you and am on a bulk, skinny does not = cut
3. I would not cut until you have bulked to the point where you KNOW it is time to cut
4. Too low, stay at 2k and work harder, you don't want to lose any muscle you already built with bad nutrition

1) FYI, BF scale are approximative value. You definitely don't have one.

4) At 6' 150lb LBM you can't lose much with high protein and lifting heavy

OP is not fat, at all, cutting seems ridiculous IMO.
To be honest, i probably tucked my fat stomach in in teh pic subconsciously almost and those love handles and I have no definition anywhere, other than slight traps. That's why I am trying to cut.
I am of the opinion that if you lift hard and eat right those few pounds you do have will melt, but if you want to cardio it up and eat less then be my guest. It really depends on your goals, short term and long term.

No, I want to be bigger and I want to be leaner (don't we all).
As I said I worked out on and off for about 2 years, but I didn't watch my calories at all. So I was wondering from pics, measurements and estimated BF %, should I cut or bulk or should I just do both and I will sorta be able to get (or maintain) muscles while getting lean, since I haven't really dieted before (they say beginners sometimes are able to do that)
And if I don't have to do cardio yet, I would rather not :P
I would clean bulk, you would be surprised how your body responds. Let me put it this way, the more muscle mass you have, the easier it will be to get your body fat down.

1) Getting bigger will help you get leaner (muscle will burns calories and fat)
2) Getting leaner will help you get bigger (better insulin sensitivity, reduced estrogenic activity and better calorie partitionning)
The 2 affirmations are true, you have to choose. Personnaly I was 1 before and now 2 and will never go back
